Answers :

You have a short somwhere. Your going to have to unplug these items in order to determine which unit is bad
\015\012Fuse 2 goes to Gauges, Meters, Backup lights, Daytime running lights, AC, Rear window defogger, Tilt steering.
\015\012If you have no power at the Ign fuse check all the main fuses in the engine compartment.
\015\012Also there Is a main EFI relay in the junction box that powers the Ignition and the fuel pump.
\015\012The fuel pump relay is located behind the glove box.
\015\012A short in the fuel pump could cause all your problems for the no start.
\015\012A bad EFI relay could also case the no start.
\015\012You stated #2 fuse was popping but from what I can see from the wiring diagram it should not give you a no start issue unless somewhere in the wiring harness you had a short and the wires melted together.
The e c m fuse is blowing, because the fuel pump is shorted out,it is on the same circuit as the e c m.
