Just changed brake lines bled the lines all four tires front passenger caliper wont work?

If you have bled all the lines it is very likely that the caliper is seized. it is likely that in time it wasn't working it seized up on you.
As a general rule, if you've replaced the lines it will take a lot of pumping to properly bleed the air from the system. If the caliper isn't working, you almost assuredly still have air in the lines.
